a few questions on replacing a locked pcm

I have an '06 gmc sierra 5.3L/4L60e with a mild cam. It's been tuned by someone and they locked the pcm. I have no info on the original owner who did the motor work and had it tuned. I'm assuming that my only option is to replace the pcm. When I get the used pcm the vin # will not match my truck obviously. If I want to change the vin# and write the factory tune for my truck do I need to license both vin#'s and pcm's? How many total credits would I need to do so? I've tried searching the forums for more info on this with no luck.

I'm replacing the stock 4L60e transmission with a 4L80e and will need to make those changes in the pcm

Your best best if have a dealer or someone with a Tech2 and Tis to program it for your vehicle with latest OS first, then licence it.
