I know that I can scan any OBDII year car. I also know that I cannot write out to the VCM for any year that I don't have a license for. Can I download (read from a car) a tune for an unlicensed year (even though I know I can't write it out)?
I thought I read somewhere that all of the licensing is in the cable so I assume I can't do that.

you can only read cars/trucks you are licensed for.
