Licensing 2 pcm's one vin number.. 2 or 4 credits..

On the fence, been a lurker and about to buy but I do have that question.. I want to tune my truck to remove dod clean and simple.. I also want to have another pcm with a tune it it.. Would that cost me only 2 credits since it's the same vehicle? Or would it cost me 4?
