Stumped by Narrowband/wideband Discrepancy - Need quick help!

I'm trying to tune my buddy's HCI 2008 Z06 and am having some wideband or narrowband issues that I haven't had to deal with before.

I removed the wideband from my car (same car but 2007), where it was working great, and installed it in his car and the thing is reading super lean (1.25-1.3 lambda) in closed loop, yet fuel trims are like NEGATIVE 10-15% (after zeroing). So the fuel trims don't appear to be pegged, yet AFR is not even close to stoich, according to my wideband.

Here is a log. I'm thinking the O2 sensors (brand new) aren't working correctly. Shouldn't the voltage be fluctuating? They are pretty much flat at like 500 mv. Also, at one point we got codes P0030 and P0050, which are for O2 heaters. I think next step is checking the heater fuse. Any other ideas? His car is stuck at a shop until I figure this out. I was hoping to get a decent base tune on it so this shop can go get the car aligned.

    Thanks!

Well they are definitely plugged in and are brand new. I'm really hoping the heater fuse is blown....

It's was the fuse! Everything makes sense now.

That blown fuse was making it run like 1.3 lambda at part throttle. Wow!
