I assume I could flash a tune from a different car into another car but what happens to licence credits.
If the original cars tune had credits applied, but I used a tune from a different car, would I then have to apply credits to that tune as well

You first would have to unlock the pcm you want to write too, then you "could" write a tune from another car into it but that's not a good idea at all. Something could be different and render the PCM useless.
It's always best to just copy over data you want to use, that is the safest way to do it. You don't want to screw yourself and have to end up spending more money on credits.

I understand about the possible issues of using a wrong tune file but was more interested in knowing about the licence side of things and what would be required.
Just ideas running in my head but thinking about how different features may be flashed into another ecu that does not have that as an option in the stock file, something that copy and paste to the original one would not do

you have to have licenses for the car you are flashing to, and for the file you are flashing. So if the tune you are trying to copy is not your tune, ie you have not licensed it, then you will have to license the file to load it in, therefore will take 4 credits.
