Who can change VIN on 0411 upgrade?

Recomendations Please. I am upgrading 2000 Chevy Express 2500 to 411 pcm. I purchased HP Tuners Suite, thinking (wrongly) that I could change the VIN. I have the correct stock tune in PCM, but for emission inspection reasons I need matching VIN. Any recomendations for someone who can do this? I am in central Texas north of Austin, but can obviously send PCM where ever needed.

You can change the vin..

Though it must match the OS that is in the PCM

Well that's the rub, it won't match. I thought I read on here, (somewhere) that it could be done just not with HP Software, and it needed a workaround for the mismatched pair.
But maybe it's a mute point. I do not think they read VIN from PCM on this age model. They scan VIN from registration sticker. So it may not matter. Will check with my guy tomorrow. But my OCD would like it there, but if not needed I can live with out it.

I don't know what state you're in, but my computer entirely doesn't match my vehicle due to the LS being swapped in, and it never came with one. I just explained beforehand what the deal was and they didn't seem to care.

Its because your OS does not match the vin you want to program
