injector pulsewidth reported value

Does anyone know if the reported injector pulsewidth includes all adders and offsets? is it the ACTUAL output of the injector driver to the injector? or are all the adders for opening time not being reported? I have a feeling it's the latter, as with an 80lb SD I can see 0.8mS at idle, which must mean that the turn on time isn't reported. Can someone confirm?
