you can get some soft cuts and hard cuts on the ignition circuit. N2MB WOT BOX is one of these, currently using one myself.

then go to TM fuel tab and set rpm fuel cut to 0.0 to disable rpm fuel cut, then go to spark tab to rpm limit spark and set to 0.0 for the most aggressive spark cut?
never tried it but in theory that is as good at factory ECU gets. only issue is that it will still keep building rpm with no timing if fuel is still active. youd have to use boost tables to rip out what you can after 6100
