No option to use credits. Just "Do Not Use Credits"

Hi all,

I haven't used this thing in over a decade so maybe I'm doing something wrong here. Here's the details though:

Can't write to my 2000 Camaro PCM. The PCM and drivetrain have been transplanted into a '93 Rx7 so I don't have the original car's VIN number. In the license details I can see my original license credit posted with the PCM id.

When I flashed the PCM it didn't seem to recognize it. Had to manually select the OS. Figured it's been over a decade since the last scan so no biggie, I'll just use two credits and call it a day.

When I go to write the tune however, it just says I need to license it...but yet the only option I have is "Do not license".

What gives???
