Open Loop Fuel Base vs TPS Threshold

I was looking to tune my kids 2006 Mustang GT. Looking through the fueling I see an open loop base map like this:

and a TPS threshold like this:

    tpsThreshold.png

So what is the point of enriching the mixture below 53.22 TPS as it seems fueling should still be in closed loop mode? Seems to me only the last two rows of the base fuel map are relevant in the stock calibration. What am I missing?

there is a number of reasons that you can be in open loop below the tprel ol threshold

    startup enrichment
    o2s not warm
    if the o2s failed
    OL decel
coming in or out of temp protections
    various fuel tests
    self tests commanding OL

    etc...

but yes generally under normal circumstances below the tprel theshold it wont be used. The factory ecu has to have something to be able to handle these non normal conditions though.
