It is literally the rate limit at which torque can be added or removed with the gas pedal. Torque can be added or removed using Spark and/or Airmass.
Immediate refers to ignition timing(spark)
Predicted refers to Airmass(throttle blade movement)
The general consensus is to not modify the decreasing rate limit much or you can make the car jerk on decel. Some people max the increasing rate limit, I typically just add 25-50% to it. Some cars, like the file you took a picture of, has increasing rate limit disabled. So changing it will do nothing.
