Yes, most late model GM/Dodge ecm's need an unlock, perfectly normal.
It doesn't have to be perfect, it just needs to be done in two weeks...

What specific vehicle are you working with?
2016 Silverado CCSB 5.3/6L80e, not as slow but still heavy.
If you don't post your tune and logs when you have questions you aren't helping yourself.

a PHYSICAL "send the ecm off in the mail" unlock though?? How does this situation differ vs buying credits and unlocking like I did with my P59 from a 2006 LQ4?
Sending the computer in is not required on a 2018 Tahoe, you can buy 4 credits and tuning it like you would anything else. Just need to be connected to the internet the first time you read the file.
The TCM on the 8 speed is a different story, that requires an unlock service if you wish to tune the TCM.

Yup. ECM doesn't need to be sent off, tcm does.
