Help with tcc and downshift schedules on 5r110

Hello, I am trying to figure out how to keep the tcc locked on decel, also when in tow/haul mode it will downshift according to the shift schedule except from 2-1 gear. it will downshift to 2nd but then just feels like the tcc unlocks and it never shifts into 1st. here are a couple screen shots. thank you!

You usually won't get much help (if any) without including the tune and a log.
