My mpvi3 is having the exact same issue. Things I tried,
1. Cables
2. Tried Newest Beta
3. Tried different computers (3 total, 2 windows 10 and 1 windows 11)
4. Tried different vehicles
5. I asked on the facebook groups on HP tuners I was told to try installing the net 8 run time software for windows
6. I was told to try turning off driver signature verification. I tried reinstalling the drivers manually (there's only mpvi 2 drivers). Every time I navigate to drivers for that (mpvi3) device in device manager and navigate to the ones I manually downloaded (mpvi 2 closest I could find on their website) windows says that the best drivers for that device are already selected.
7. I tried the TDN app to connect.
I am stuck with this darn flashing green which according to the user manual is bootloader. I'm assuming I had the same issue as the original post that the OP said where it failed the first firmware update when connecting as I was able to initially connect out of the box.
I wound up putting in a support ticket #488814
When hitting "retry" on reading from interface in the help menu, the mpvi3 goes from blinking green to blinking white in quick sequence for 1 to 2 seconds. According to the mpvi3 user guide this means software is trying to configure device status using pc to mpvi over usb connection. Something along those lines.

Looks like one of our techs gave you 1 thing to try as well as one piece of information to gather if the thing we suggested does not work.
