Can HP tuners do the programing required to Install a new AC Delco ECU ?
I know yu can do VIN asignemnt and obviously Engine and trans. But not sure what else might be required.

No, HP Tuners is only used for reprogramming an ECM that has the correct tune, not for complete reprogramming. HP Tuners only has access to 6 of the 8 ECM segments. The other two are "slave" segments that HP Tuners doesn't have access to modifying. You need the correct GM software/hardware to modify a blank computer's tune.
Yep. Anyone doing this for a profession should have the appropriate OEM tools, i.e. MDI2.
