failed to gather resources l5p error

so ive been trying to unlock a l5p at my shop and keep getting a failed to gather resoursed error yes ive synced my mpvi, yes i have good internet

(ethernet hooked to laptop), yes i have the unlock tool in the right fuse location and it oriented correctly. i have unlocked several of these i dont get what the dam deal is
