MPVI3 fails to connect to TCM 2020 Sierra 3.0L Duramax

I have flashed the ECM and I am now trying to read the TCM so that I can get the valve body parameters from my 2020 Sierra 3.0L Duramax with the 10 speed tranmission.
Only everytime I try to read the TCm it tells me to turn the truck and before proceeding. Mind you I only have the power on, it is not running.
When following steps on the Pre-Flash and ECM and TCM Read instructions.

every time I went to read the TCM, I would Select "Do Not Read E46 ECM"and read the TCM.
I would click read, and then it would tell me the truck needs to be off to read the TCM.
I would turn the truck off, and click continue and it would then say failed.
I went into the scanner and to see if the TCM could be replaced, and it would not show the TCM, only the ECM in the Vehicle Controls & Special Functions >> General tab.
I was never able read the T93 Duramax TCM.
I then removed the OEM TCM, and replaced with the one supplied by my tuner.
In the scanner, it would now show "replace TCM".
I could click on it, it would ask me if the original TCM was still installed.
    I click no.
It would ask if the new TCM was installed, I clicked yes.
Then it would say at the bottom of that window that it was waiting on "User Acknowledgement".
Except there would be no window pop up for me to "agree", "disagree", or click "yes" or "no"
After a few hours of going back and forth and restarting and rebooting.
I gave up. Reinstalled the factory TCM and after that, flashed the ECM back to stock.

Is there a reason why the TCM would be locked?
The company I bought everything from seems to think you can just connect to it, and read the OEM.
They keep telling me to follow the instructions.

    Any help would be appreciated.

    Apologies,
    It is a T93.
Vendor has had me uninstall and reinstall HPTuners, with the latest Beta Suite, which I already had.
I am just needing to copy the OEM valve body parameters in order to transfer to the new T93 TCM that was supplied by the vendor.

    The vendor's response:
"need to open VCM vcm scanner beta, connect to vehicle, click the green power button that says special functions. Tab over to vehicle then click the swap TCM. Follow on screen instructions, swap the TCM, then repeat the replace TCM function. Once that is done and you have followed all on screen instructions you can then pull a stock file read from the unlocked TCM and that is what you will send in. Make sure to (WRITE ENTIRE) the stock tcm file back to the TCM before finishing as this completes the licensing protocol".

When I go into the editor, it wont let me read the T93 TCM.
Since the Editor wouldnt let me read the T93 TCM, I think this is why is does not show up in the Scanner in order to click on replace.

    Thank you Bill,
Why wouldnt the Vendor know this?
Its not even mentioned in their instructions.
I have spent the last week speaking to them explaining and trying to figure out whats going on.
And they have never mentioned that the TCM would need to be unlocked.
Just for clarification. The TCm would need to be unlocked even if I am simply trying to read it, not rewrite it?

    Thank you.

    Good morning, Bill.
After speaking with my vendor about not being able to read the TCM, he states that it's not to read the TCM, but to only replace the TCM.
This is the instructions that were given to me.

This is in the Editor before trying to replace the TCM
    1) ENSURE YOU ARE RUNNING HP TUNERS LATEST BETA. If you are not, download it here: https://www.hptuners.com/downloads/
    2) Open the VCM Editor (Beta)
    3) Connect your MPVI3 to the OBDII port and run the USB cable to your laptop
    4) Place the truck in the ON position
    a. Key Start | turn the key to the accessory position
    b. Push Button | press the start button with your foot off the brake for 8-10 seconds
    5) Select the blue info button, then again in the smaller window to update the MPVI3 firmware
    6) Go to the help tab, then down to resync interface
    7) Select the Read Vehicle Icon a.
Select Do Not Read for the T93 TCM
    8) Save the file as ECM Read on your desktop
    9) Repeat Steps 7 and 8 for the TCM and label as such a.
Select Do Not Read for the E46 ECM

When performing #9 I click read and it starts up like its trying to read and then keeps saying to turn the truck off before proceeding, and then after doing that it says failed.

Then once I finish in the Editor I move into the Scanner

In the scanner I have this.
    1. ENSURE YOU ARE RUNNING HP TUNERS LATEST BETA. If you are not, download it here: https://www.hptuners.com/downloads/
    2. Open the VCM Scanner Beta.
    3. With the MPVI plugged in, Connect to the Vehicle.
    4. Select Vehicle Controls & Special Functions >> General.
    5. Select Replace TCM and follow the on-screen instructions. This MUST be done with the STOCK TCM in the vehicle. (Do NOT skip this step!! Valve body error codes WILL result)
    6. When you have swapped in the modified TCM, select Replace TCM once more.
    7. NO for Stock TCM window.
    8. YES completed replace completed,
    9. Once completed install new (MODIFIED) TCM
    10. Select Replace TCM and finstructions,-screen instructions

I can not get past number 5.
The Scanner does not show "Replace TCM"
It only shows "Change VIN" and "Replace ECM"
    With the stock TCM installed.
If I put in the TCM provided by the Vendor, the "Replace TCM" option shows up.

The vendor is stating that I should not have to have the TCM unlocked in order to go through these steps to replace the TCM, and he is stating that this is an HP Tuners software issue, and is there is nothing they can do about it.
He states that they do this all the time, and have never had a problem going through these steps.

    Does this change anything ?

    Update:

With some local help, A buddy and I were able to figure out what the problem was.
The OEM data files are different than what is supported in HP Tuners.
Apparently the TCM service number I have is not supported by HP Tuners.
The Vendor supplied TCM service number is different than my OEM one.
Had to get a factory SPS system to get it to show up in the scanner after some manipulation.
