2014 Cruze E78 cannot control fuel pump with scanner

So i'm trying to command the fuel pump using the Vehicle control and special functions in the scanner. Every time I engage the pump DC the pump shuts off. Doesn't matter what DC I command, it goes to 0 actual as soon as I enable it. Is this a bug with the scanner or inherent to the pump control module?

I have a similar problem with my 2014. I have ECM, TCM, & FSCM unlocked and after I connect to the car, and open up special functions, Fuel pump section, It doesn't matter what pulse width I set. Nothing ever happens. Am I doing something wrong? Did you ever figure out your issue?
