Gm perf connect n cruise LT4/10L80 no tcm communication

Been working on this project using a GM perf package. Got the car powered up and have no communication with the tcm. This was first found because the speartech neutral safety module doesn?t recognize gear position and won?t ground starter relay. Checked with an Amazon scan tool and no tcm communication. Checked with two different Snapon scanners (solus and Apollo) no com. Used hp tuners deal and tried to gather info and only sees the ecm. So I treated it like any other can bus no comm issue and trouble shot the power/ground/ign ckts at the tcm. Checked the resistance of the can ckt removed any other can items that could be pulling the can bus down and found nothing. Picked up a new t93 tcm and tried installing that to see if I could gain comm but no luck. Confirmed seemingly appropriate voltage on the can bus which was 1.8v/3.0v key on. I?m at a loss here. Is this a thing with the gmpp stuff you cannot see the tcm on the bus?? Anyone else have any experience with this type of issue. In my day job as an auto tech I would have condemned the module based on the no comm and the rest of the wiring checks passing. So I?m ready for gas and matches for this car any help would be appreciated.

Is the TCM unlocked? I noticed mine cant be read but i believe its cause its not unlocked and simply programed to my transmission.
