IM Monitors won't set after very simple tune

Hi, I have been having a bear of a time getting monitors to set across the board lately.. I thought this one was an easy in and out, but no matter what we do it wont set the catalyst and evap monitors. There is literally a few hundred miles on the car and still no change. Yes, the fuel tank has been between 1/4 & 3/4. Yes we did 55 for more than 3 mins.

Here is the rundown of the car:
    10 Camaro V6 Manual
    Cold air kit
    Magnaflow cats
    Borla exhaust

Made a few small changes to PE and a few other things. Thought all was good until we tried to get the car through inspection.
    Anyone have any ideas?
I attached the stock file as well as mine

Thanks in advance for the help.

You need to turn the cat dtc's back on.

Will this affect the evap monitor setting situation?

Should sort them right out. Some monitors wont run without a different one satisfied first.

I was hoping there was a better setting than deactivate for the magnaflow units.
