Exclamation 94 jeep wrangler yj, stumped on oxygen sensors stuck in OL fault

94 wrangler yj, 2004 5.3 lm4 DBC with swap specialties standalone harness, green blue ECM Serv. No. 12586243 with Hwd. No. 12583659 from 2004 s10, 2017 8l90e with PCS "standalone" and t87
im stumped, ive done swaps before and used stock harnesses. This time around i made a stupid decision to buy a harness from swap specialties because i wanted to save time and make things more simple, quite the opposite has happened.
jeep had a 04 4.8 in it before with a harness i stripped and the o2s worked fine. once we put the new motor in with the new harness i cannot get them to go into closed loop unless commanded. ive reference checked every o2 wire back to the ecu pins, all grounds are good aswell. shows both o2s present and ready in the scanner. new o2s are off rock auto WALKER PRODUCTS 25024269 for an 04 ssr. obviously the ecu and harness being for an 04 green blue with dbc stepper motor driver the grounds are isolated grounds, o2s i have are isolated ground o2s. the jeep runs and drives fine minus the o2s. ive attached my recent log file from today, o2 voltage fluctuates when i command CL and SEEM like they may work?, and it seems as though i cant get OL FAULT to go away, and i feel if i did it would try to go into closed loop. if i remember correctly if the ecm doesnt detect an issue with the o2s the car should start and be in the OL not ready position and not instantly be in OL fault. ive checked all the wiring and it seems correct so im not sure why it would instantly fault, is there a reason it would instantly go into OL fault other than the ecm detecting an issue with the circuit? any information about where i should go from here would be greatly appreciated, thanks.

Do you have them backwards? Passenger side plugged into the drivers side and vice versa? Your O2 mV are stuck high 900's B1 and next to nothing on B2.....

nope b1s1 and b2s1 are on the correct side, confirmed that through the reference test back to the ecu

A bit off-topic, but I'm wondering why the intentionally failed MAF code is not showing in the log details.
