Free Spinning Torque Converter in Tow Mode

Sooo whenever I use tow mode to be put in lower gears, I notice that when I press the pedal once it's downshifted the rpms go up as if it were in neutral. Is there a way to prevent this from happening and instead keep the rpms at where they're supposed to be?

Can't diagnose a story, need to provide the current tune file and a log file showing it doing the thing you want fixed. You don't even mention what you are working on.
