At 4:29 its not doing that until map drops below 110 kPa and tps drops below 36% neither of which is a setpoint for anything

I can't see what you are working with on the PC I'm on... but, I know that PE *MUST* be active before BE or it will still trim, while commanding a richer mixture. Make sure that the TPS requirement has been met. For a test, just set it stupid low. Also set PE/BE slightly different to make it easier to verify that you GOT PE before BE in the log.
