    hanging rpm when cruising

When I am just riding around in town at speeds of 25 to 35 my car wants to cruise on its own, I have to keep slowing it down with the brake to maintain speed. Its like the idle in gear is to high or something. Being very new to tuning could someone steer me in the right direction to start to tune this problem out.

Use my idle cfg file, then do a cold start scan till operating temp. Don't touch the gas pedal or move the car while scanning.
Then post the scan log. Post your tune & stock tune as well.

You might have a little too much base spark in gear in the cells your hitting at those load points. Try dropping it and see if that helps.
