VCM Editor and VCM Flash are two different programs. The editor does just that, allows you to change parameters within the .bin file. The flash program is the tool that takes the modified .bin file and writes it to the PCM.

To see what version you are running, open VCM Editor, VCM Scanner, or VCM Flash and in the toolbar select Help>about. It will display a box showing the version number. My Editor, Scanner, and Flash show version 1.7.0.
