Will HP Tuners work with non-HP Tuners unlock pcm?

Customer is using a handheld from another company together with their unlocked pcm.
Will HP Tuners be able to work with that PCM?
Car is running all ok, just want to go another route

Tried to read the stock file, that worked but i get an error message saying "Lincensing not available. You are not authorized"

i pulled 6 hand held tunes and i was able to edit them and retune the ecm. it worked for me
