Why does HPTuners have regional sites?

Just curious, does anyone know why does HpTuners have regional webpages for other countries?
In Australia you can only get a local page that doesn?t have the tune repository, etc.
Seems like extra work to maintain.

VPN doesn't work for the tune repository, etc - the device is only recognised in the regional site so your repository access gets blocked.

I check the repository all the time from my desktop PC while the MPVI isn't connected. In fact I think it's only been connected to this machine once when I first got it, all the rest of the time it's only used with the laptop.
